The DUI MAT Integration/Outreach Project

Project Overview

California’s Medication Assisted Treatment Project 2.0 (MAT 2.0) seeks to help an estimated 270,000 people by building upon the California MAT Expansion Project, known for the creation of the Hub & Spoke provider network, to expand access to Medication Assisted Treatment (MAT) for Opioid Use Disorder (OUD) through six State initiatives.

The DUI MAT Project is one of 26 projects and nine MAT access points to receive State Opioid Response (SOR) funding in support of the overall goals of MAT 2.0. Specifically, the successful completion of the DUI MAT Project will help to fulfill the MAT 2.0 objective to, “Transform entry points for individuals with opioid use disorders and create effective referrals into treatment” and the supporting goal of “adding 200+ new MAT access points throughout California.”

Approximately 118,000 people enroll in DUI programs each year; currently, there are no mechanisms in place to identify, assess, refer, and manage OUD in DUI treatment programs. This pilot program will be developed to optimize DUI Programs to become new and effective access points for MAT.

The data collected will help to determine the population of OUD persons who can be reached through interaction with the DUI treatment system. Once completed, the program can be updated with best practices and launched to all California DUI programs. This program has the potential to reduce DUI recidivism, increase public safety on the roadways, and help more people suffering from OUD and other polysubstance addictions.

The California Association of DUI Treatment Programs (CADTP) was selected by DHCS to fulfill the role of managing contractor. CADTP is well-positioned to align, prepare, and execute the project plan and deliver results to DHCS and the people of California.

ABC Traffic Programs - Anaheim

The Awareness Group

Awareness Program has over 40 years of experience in substance abuse education and treatment. Our services include outpatient treatment, first and multiple offender DUI programs, evaluations/assessments, Drug Diversion Program (PC1000), and drug testing. Services are provided by state certified alcohol and other drug counselors and are offered in English and Spanish at our offices in Indio and Palm Springs. Bridges Professional Treatment Program

Bridges Professional Treatment Services (Bridges) is a 501(c)(3) nonprofit corporation founded in 1998. Over the last twenty years, Bridges has expanded to be one of the most recognized drug and alcohol treatment and social services agencies in Sacramento County.

We serve more than 2,000 men and women annually who are experiencing problems with substance use; most of whom are involved with the criminal justice system, Sacramento County Courts, Child Protective Services (CPS), Family Drug Courts, mental health and other community services. We offer Outpatient Treatment; Transitional Living for men, women, and women with children; The STARS Program – Case Management for parents attending Family Drug Court; and DUI Program services at two locations: South Sacramento and Galt.

Our DUI Program is licensed and in good standing with the State of California, and serves both First Time and Multiple Offenders. We are happy to offer participation in the DUI MAT Project to our participants who desire additional help with Poly Substance Abuse on a voluntary basis.

Community Recovery Resources (CoRR)

Granite Wellness, formerly, Community Recovery Resources, is a non-profit organization. Their mission is to provide a full spectrum of programs focused on reducing the social, health, and financial impact on our families and children from all types of drug abuse. Granite Wellness has been saving and improving lives through substance abuse treatment and mental health services since 1974. Growing over the years to meet the needs of the community, Granite Wellness now provides a full range of programs throughout Northern California communities in Placer and Nevada Counties. County of San Luis Obispo Drug and Alcohol Services

County of San Luis Obispo Behavioral Health Department in its Drug and Alcohol Services Division runs four county-operated DUI Programs in San Luis Obispo, Atascadero, Paso Robles, and Grover Beach.  The County of San Luis Obispo DUI Programs serves approximately 1,500 clients per year operating all levels of DUI Programs: Wet Reckless, First Offender, Extended First Offender, and the Multiple Offender programs.  As the programs are operated under the Behavioral Health Department, the services available also include: outpatient substance use disorder treatment, intensive outpatient treatment, screening and assessment, medication assisted treatment, co-occurring disorders services, perinatal programs, prevention and outreach, and detoxification and residential treatment as indicated. www.slobehavioralhealth.org 805-781-4275

ECS ACCORD

ECS ACCORD strives to reduce driving under the influence of alcohol and drugs and the negative impact of this behavior in the lives of program participants, their families, and the community.

ACCORD focuses on the whole person, addressing the bio-psycho-social needs of clients. A primary objective for counselors is to ensure that clients are connected to relevant community services, including more intensive substance use disorder treatment if needed.

One of ECS ACCORD’s marks of success is that the comments on the exit surveys for this mandated program, which results in clients typically being resentful about participation, are overwhelmingly positive. Approximately 95% of clients state that their experience at ACCORD has been helpful and has positively impacted their lives. The High Road Program - Pasadena

For the past forty-three (43) years The High Road Program, Inc. [High Road] has provided outpatient services to multiple levels of the criminal justice system. Our organization was founded in 1976 as a state licensed, county contracted provider of DUI treatment services consisting of alcohol and drug education, and individual and group counseling for individuals convicted of a driving-under-the-influence offense.

In 1987, High Road expanded its alcohol and drug treatment services to include drug treatment services to individuals convicted of a drug offense under Penal Code [PC] 1000. These services include Misdemeanor Drug Diversion; Domestic Violence; Anger Management counseling and treatment services.

In 2000, High Road initially contracted with Walden House, Inc. to provide ongoing SUD/habilitative services on an outpatient basis to parolees under the CDCR SASCA program. Our contract with Walden House was our first contract that dealt specifically with parolees, and the first referral was enrolled on 1/17/2001. In June 2001 we obtained State Outpatient Alcohol and/or other Drug Services certifications for all 4 of our locations.  Our Pasadena location continue to provide Outpatient SUD treatment services, on a private pay basis.

In 2015, High Road expanded its state involvement to include the Strategic Highway Safety Plan (SHSP) Challenge Area: Alcohol and Drug Impairment, through the Department of Motor Vehicles (DMV).  We currently participate as a County Project Lead and pilot participant for Riverside County and pilot participants for Los Angeles County on Initiative 2.3 – High Risk DUI Participant Pilot.  Our participation and timeliness of data has been maintained through this entire pilot, which sunsets 12/31/2019.

Our Mission Statement is as follows:

“The High Road Program will contribute to the health and safety of our participants and communities by providing quality counseling and educational services for substance use and other disorders.”

Humboldt Alcohol Recovery Treatment Program (HART)

Humboldt Alcohol Recovery Treatment Program (HART) opened in 1991 serving those who have DUI’s in Humboldt County CA. We are a branch of Fortuna Adventist Community Services(FACS), a non-profit that has served our area for over 50 years.

HART currently offers services in 3 locations Eureka, Fortuna and Garberville.

FCS is a local affiliate agency established by constituents for the specific purpose of fostering actions of compassion through community development and disaster relief. FACS fulfills this primary directive without regard to ethnic, political, or religious association.   This directive is an outgrowth of a deeply held belief that human life is infinitely valuable. Janus of Santa Cruz

Janus of Santa Cruz is a non-profit organization that has been serving the community of Santa Cruz for over 40 years. A CARF accredited agency, Janus is at the forefront of Substance Use Disorder (SUD) treatment in Santa Cruz County and is continually expanding and innovating its services. Janus offers a wide range of programs using a comprehensive continuum of care for SUD with evidence-practices that serve over 2500 clients per year. Service offered include Withdrawal Management, Inpatient Residential, Intensive Outpatient, Driving Under The Influence (DUI), Sobering Center, Perinatal Residential, Medication Assisted Treatment (MAT), Sober Living Environments (SLE), therapy for clients experiencing mild to moderate mental health symptoms, and support services which offer a lifetime of aftercare. KC Services - Fullerton

KC Services started as a DUI program in 1982 and it continues to provide a variety of services related to substance use disorder (SUD) treatment. Our aim is to provide an enhancement in the quality of life and a first step towards recovery for individuals and communities suffering from substance abuse, and ultimately to promote healthier lives and alcohol and drug free communities through outreach, education, and counseling. Our SUD/OUD outpatient treatment facilities have long worked on the front lines of polysubstance use counseling and in particular, co-occurrences with opioid, alcohol, and/or marijuana abuse. KC Services SUD Counselors have training and experience delivering ASAM-based assessment counseling services. With nearly 40 years of DUI experience, KCS currently provides DUI services in Fullerton and Garden Grove. 

KC Services is also one of the first SUD outpatient treatment facilities in Orange County that also delivers MAT for alcohol and opioid addiction through its partnering community health clinic, KCS Health Center. In fact, KCS is the only outpatient facility that serves as both a DUI and Medicated Assisted Treatment (MAT) provider in Orange County, and additionally serves as the only DMC-ODS provider providing MAT that is also associated with a federally designated community health center (KCS Health Center) in Orange County. 

Through the Health Center, clients are also able to access primary health care, behavioral health, dental, and acupuncture services in addition to SUD treatment services. Clients also have access to KC Services’ social services programs, ranging from tax services to food assistance. KC Services

Kings View Community Services began providing Driving Under the Influence (DUI) services in 1975 and was instrumental in the early formation of the California DUI system. Kings View’s DUI programs are licensed by the State Department of Health Care services.  Kings View DUI programs are designed and operated pursuant to Title 9 Chapter 3 of the California Code of Regulations and the Health and Safety Code.  In addition, Kings View works in collaboration with the individual, criminal justice system and the California Department of Motor Vehicles (DMV).

Our objectives are to educate and motivate each participant by providing up-to-date information about the effects of alcohol and other drugs and their impact on the participant, the participant’s family, and the community.  The Program assists each participant in making appropriate and permanent lifestyle changes to avoid additional driving-under-the-influence offenses and other negative consequences resulting from alcohol and other drug use/abuse.

Working within the parameters of Title 9 regulations, Kings View Community Services will meet these objectives by providing quality group, face-to-face, and educational components to all participants.  The goal of the Program is to assist participants in achieving total abstinence from the use of all mind-altering chemicals.

Northeast Valley Health Corporation

Northeast Valley Health Corporation (NEVHC) is a non-profit Joint Commission accredited Federally Qualified Health Center whose mission is to provide quality, safe and comprehensive primary healthcare to medically under-served residents of Los Angeles County, particularly the San Fernando and Santa Clarita Valleys, in a manner that is sensitive to the economic, social, cultural and linguistic needs of the community.  Since 1973, we have grown from one licensed clinic, our San Fernando Health Center, to 15.  Annually, we provide over 260,000 health care visits for almost 76,000 low-income (98% < 200% of the Federal Poverty Level), predominantly Latino (85%) patients. For 30+ years, NEVHC has operated a CA Department of Health Care Services-licensed DUI program in the City of San Fernando. The NEVHC DUI Program, which is overseen by a bilingual (Spanish/English) CADTP-certified counselor, serves over 450 DUI clients each year. The San Diego State University Central District Driving Under the Influence (DUI) Program is committed to providing the highest quality of educational and counseling services to those who have been convicted of DUI violations in order reduce the incidence and prevalence of DUI and  enhance the quality of life of our community members. Safety Consultant Services, Inc.

Since 1975, Safety Consultant Services Inc. (SCS) has been providing DUI program services in Los Angeles County at locations in Los Angeles, Whittier, South Gate, Newhall, and Long Beach.  SCS is an integrated service system with administrative and support services provided by a corporate office.  Each location has state certified and experienced counseling staff and administrative support. SCS is aware of the nationwide opioid epidemic. Often program participants speak freely about past and current experience with substance use disorders.  An ongoing challenge has been the lack of a coordinated care system for the referral of opioid abusers.  The DUI MAT Hub & Spoke System of linkages of resources and referral options will provide SCS with resources it has desperately needed, result in expansion of treatment services, and benefit the community.

SCS is uniquely qualified to participate in the DUI MAT Integration/Outreach Pilot Project. In its forty-four years of operation, SCS has been in the vanguard of program innovation and constantly improving the quality of services provided to its participants.  SCS has the experienced counseling staff, administrative support capabilities, and the overall expertise to provide quality DUI MAT Integration/Outreach Pilot Project services. Since 1979, School Ten Inc. (ST) has been providing DUI program services throughout Orange County at locations in East Anaheim, Fountain Valley, West Anaheim, Santa Ana, Westminster and Orange. STEPS

STEPS is a mission-oriented nonprofit corporation determined to make our communities safer with a variety of strategies.  We have been providing DUI services since 1982 in Bakersfield, and are proud of the positive impact we have had on the community.  In 2011 we introduced Responsible Beverage Service training, an evidence based practice to reduce DUI’s as well as reduce the sale of alcohol to minors.  In 2015 we added Outpatient Drug-Free Services, which allows us to help people with addiction achieve recovery.  Our staff are well-trained and have multiple years–even decades–in recovery.  Our clients tell us they are an inspiration and truly care about them.
